Message from the President (Chairperson)

Our organization bears a significant mission and responsibility as the only national institution in Japan dedicated exclusively to the fisheries sector, integrating research and development, social implementation, and human resource development in a comprehensive manner. Entrusted by the public and the government, we are responsible for faithfully fulfilling the role assigned to us.
At present, the environment surrounding the fisheries industry is changing at an unprecedented and extremely rapid pace. External factors include dramatic changes in the marine environment never experienced before, rising sea surface temperatures around Japan, the increasing occurrence of marine heatwaves, poor catches of major fish species, and the ongoing degradation of seaweed beds.

In addition, the public’s dietary habits regarding seafood are gradually changing. These shifts are directly linked to the income of those working at fisheries sites, the livelihoods of local communities, and even national food security.

For these reasons, we are strongly required to carry out highly challenging research and development efforts that involve accurately understanding data and rapidly implementing effective measures.

Based on this medium- to long-term plan, the key objectives that our organization must accomplish are as follows:
First, further promotion of research and development;
Second, early realization of social implementation;
Third, development of fisheries-related human resources, both domestically and within the organization itself;
Fourth, establishment of robust organizational management.

We believe it is essential to ensure that these four elements function in a seamless and continuous cycle.

In light of the changes affecting the fisheries industry, the role our organization must play is growing greater than ever. Rather than being driven by change, we aim to anticipate change and become an organization that returns value to society. We respectfully ask for the continued support and cooperation of all related organizations.
